Have lost almost all my pics and clips on my iPad Air 2

i have 2 devices; ipad Air 2 and iPhone se.
on iPad I ive lost almost all my pics and clips; 25,000 pics and 700 clips.
on iPhone everything there.
someone can help me please?

Do you have iCloud Photo Library activated on both or either iDevices?
Have you ever made a backup of both of your iDevices using iCloud OR iTunes on a computer?
Have you check the Recently Deleted folders in the iOS Photos app on both iDevices?
Have you tried a hard reset of your iPad and iPhone by holding down both the Home and sleep/wake buttons simultaneously until your iPad and iPhone goes to black and restarts with Apple logo, then release the buttons?
