My purchased music wont download

I have recently got a new phone, I went from a iPhone 5 to a 7 and when I tried to download all my bought music it would show the spinning circle then go back to the cloud download symbol. I fixed that kind of by playing the music and then clicking download until it started downloading but for some songs it didn’t work, and I deleted them from my library and now I’m trying to get them back but it won’t let me. Also when I click download all from the iTunes Store it says that all my downloaded music is still downloading. I have iOS 11
