Can't create and save anything in text replacement

I have an iPhone X with the latest software (11.1.1). I can't save anything in text replacement so that I could use shortcuts. I enter the phrase and then the shortcut, and press SAVE. It goes back to the main screen for text replacement, but nothing shows up there.

iPhone X, iOS 11.1, 11.1.1

I shut the phone down and restarted and now it works.
