My apple id not creating

I have tried to create my apple id. But i found error that “visa card information not valid”. But i used same visa card on other websites. Second thing that if i create my apple id without visa card it was verified when i put verification code. But after that it given an error that “ we are having trouble, try again”.

Please solve my issue to create my account.

My visa card is from united bank of pakistan
