Closed-captioning audio-only Podcasts

Hello!

Are audio-only Podcasts able to be closed-captioned? If so, what is the process? All I have been able to find is information on video Podcasts and closed-captioning/subtitling the video content.

It would seem to me that audio-only podcasts should have the option of having captioning for accessibility reasons.
