High Sierra - Mac Mail issues

Mac Mail no longer downloads attachments when an email is moved to another mail folder via a rule. I use lots of Rules to put emails in different folders but since High Sierra, only those in the default In Box show full attachments, while all those moved to another Folder via a Rule show "downloading". Grrr

And sometimes Chrome will open to a blank window (link not properly transferred) from an email with a link. A restart fixes the empty link but it has returned once so far.

Is this area monitored by Apple Tech / Quality control staff?
