No tabs bar on iPhone X safari

Hello when I turn my iPhone X to landscape mode in safari, there is no longer a tab bar underneath the address bar for me to quickly switch tabs. I looked in my settings and it is turned on. It wasn’t working in iOS 11, 11.1, or 11.1.1
