Photo Stream synching on iPhone & iMac

Photo Stream on my iPhone 6s has 49 photos. Photo Stream on my Mac High Sierra has only 23 of those photos. If they are synching, I thought that they should be the same. Also, how do I add photos on my Camera Roll on iPhone to My Photo Stream?
