I created a service to launch "Chrome" in Automator, went to Sys Pref and enabled it. Now it only works (launches Chrome) when the focus is on any application window but Finder (i.e., it doesn't work from home screen). Anyone have the answer?

MacBook Pro with Retina display, OS X El Capitan (10.11.6)

Is it possible the shortcut you choose is already in use by Finder?

Have you tried any shortcut key combination. Maybe something no one would use (at least as a test), such as Control-Option-Command-C or some other similar.
