What if I found an iPod touch and I need to get the persons Apple ID so I can use it as mines????

So I found this iPod Touch and I don’t know who it’s from and so I resented it someway but now it’s asking me for the owners Apple ID and I don’t know them so what do I do???

If the device did not have owner information on the home screen identifying that it was lost, then turn the device into local law enforcement. You cannot bypass Activation Lock. It is an anti-theft device, to keep anyone other than the owner out of the device and using it.

If you purchased the device second-hand, then it is useless without the Apple ID and password to which it is locked. If you don't have it and cannot get it, then the device is useless to you. Return it for a refund, if you can, or take it to an Apple store for an exchange provided they will help you. If you are the original owner then take the device, a copy of your purchase receipt and identity proof to an Apple retailer where they may be able to assist you.

Your correct action is to turn it over to the local police. Otherwise, you are in possession of a stolen device.
