Smart Playlist Not Updating

I am using iTunes 12.7.1.14

I have a Smart Playlist with the following settings.

The list has 936 songs. I occationly find new songs I like but when I 'love' them they are no longer added to this playlist. I can't find a rhyme or reason. Any thoughts?

macOS Sierra (10.12), null
