How do I transfer my personal DVD movie collection to iCloud or even to my mac and then add it to my iPhone/ipad so I can view it at anytime.

Are these commercially produced DVDs? If so, they are encrypted. In the U.S., it's illegal to break that encryption. Because of that, we can't discuss software or methods here.
If these are DVDs you made, take a look at Handbrake.
