My Apple ID has been disabled. What do I do to get it up Disabled?

When I tried to do updates on my iPad I get this message (your Apple ID has been disabled). What do I do to get the straightened out! I have been trying to get this fixed for 3 weeks!

iPad 2 Wi-Fi, iOS 9.3.5
