iPhone iOS 11.1 - Available Data Issues

Would someone please explain to me from the following two screenshots how this is even possible. So when I synced my phone it has removed all the Apps from the iTunes bar across the bottom and states I have 26.53GB free YET when I screenshot my iPhone where all the Apps still exist I only have 7.89GB available. How on earth does this even work?? Seriously??

Also how on earth do I get rid of Documents and Data - I have tried all the fixes I've found on the internet and NOTHING works yet it is draining 12.46GB of space!
