If I purchased a device from a retailer, how am I supposed to contact the previous owner to remove it from their iCloud

A friend of mine recently bought a used iPod Touch from a retailer and the device is blocked by an activation lock. The support page's only advice is to contact the previous owner but I really don't see how that is possible.

Return the device to the retailer.
