Can I remain on itunes 12.6.2 and keep my app store if I upgrade my mac to High Sierra?

I remain on itunes 12.6.2 to keep the app store due to Apples latest short sightedness in removing features we have depended on for years. My question is if I upgrade to high sierra, can I again downgrade my itunes to 12.6.2?

I cannot recall which build of iTunes is included in High Sierra offhand, but see Managing apps with iTunes 12.7 or later. You should be able to install iTunes 12.6.3 after the upgrade to High Sierra and before opening iTunes for the first time to reduce the impact on your library.
