Hi everyone,
I got an issue to access my iCloud Photo Library from my iPad and Mac, the photos and videos on my iPhone are successful uploaded to iCloud, I'm able to access those contents on my other iPhone and iCloud website, is there any solution?

You are signed in using the same Apple ID?
Try Settings/Your Name/iCloud and slide off syncing. Wait a few minutes and then resync. This will start the sync from the beginning.
Try going to System Preferences/iCloud and stop syncing by unchecking the box. Wait a couple of minutes, then check syncing.
Last resort - have you tried signing out of iCloud and then sign back in?
Is iCloud Photos enabled on those affected devices?
Yes, they are enabled on both iPad and Mac
