The problem is that your original filename has spaces in it. Spaces are not allowed in a URL, and though most browsers, and evidently the iTunes application, will handle this by substituting the code %20 for each space, the Store and Podcasts Connect don't.

(I've removed the http:// because with it the forum software won't show the URL)
This is OK in itself, but it redirects to

Podcasts Connect is seeing the URL as ending at the first space, and obviously therefore can't see the file. You need to remove the spaces - the usual thing is to substitute underscores.
