Save all pictures from iCloud without the desktop client

I have 9.000 pictures stored on iCloud that I evenutally want to save on an external hard drive.

How can I mass mark and download them from the cloud without using the desktop client (iCloud for Windows)?
Since I am on a company laptop that I am not allowed to download any software.

And no it is absolutely no option to copy and paste thousands of pictures one by one :-)

iPhone 6s, Windows 7, Windows 7 Enterprise

It requires no other software than what comes "out-of-the-box" with the Windows OS. And you don't have to copy & paste one-by-one.


EDIT - It would require you to download the photos to your device, since (as far as I know) there is no other way to access the photos without installing iCloud for Windows on your PC.
