Okay, so first attempt to login to appleid.apple.com and see fi you get a disabled message. If you do you need to reset the password. If you can sign in with no issue then there's a billing issue and you'll have to contact iTunes.

This is a peer to peer forum with no direct contact to Apple. What are you seeing when trying to access App Store? Is the issue when you try to download something or update an app?
