What is the process for connectin an iOS device to Apple TV 4 by Bluetooth. I have followed the steps listed on another site but I never get a connection.

1) Forget WiFi network on your iOS / Mac device(s).
2) Forget Wifi Network on Apple Tv
3) Make sure wifi (even if not connected to any network) and bluetooth are turned on in Apple TV and devices
4) Restart Apple TV and devices.
5) You now should find the AirPlay feature on the device. Connect to Apple TV. Please note that the first time you connect using peer-to-peer it might take several minutes

What steps did you follow exactly?
For the Peer to Peer Airplay option, there nothing you really need to do, other than have the iPad and Apple Tv close together, so they can detect each other.
AirPlay should be an option in control center, and it should be able to find your Apple TV directly. Just make sure both Wifi and Bluetooth are turned on on the iPad.

For what purpose? Do you mean to use the Apple TV Remote app? That uses WiFi.
