Apple Watch 3 doesn't count steps with stroller?

As far as I can tell the Apple Watch 3rd gen isn't counting my "steps" while I push a stroller. I assume this is because my arms are not swinging? Can someone confirm If this is true? Is there somewhere I can look at steps with the gps? I have the cellular version through Verizon... Thank you

Hi

To count steps, Apple Watch relies on tracking your arm movement, based on data from the built-in accelerometer.

There is no other way to track steps (Apple Watch does not translate other metrics, such as distance tracked via GPS, into an equivalent number of steps taken).
