Apple advises that it is adding new carriers for Apple Watch Series 3 (GPS + Cellular) all the time.

However, I'm afraid that no-one here can tell you anything about Apple's or any given carrier's specific, unannounced plans. You are not talking to Apple here - this is a user-based technical support community.

I suggest that you contact your preferred carrier to ask about their plans for offering service plans for iPhone that include support for the built-in cellular feature of Apple Watch Series 3 (GPS + Cellular).

This is a user-to-user technical support forum operated by Apple so no one here would know when Apple will have new cellular service companies that enter agreements to support Watch LTE connectivity. You could ask the cellular service you are interested in using if they are even interested in doing so.
