Face Time app missing

I'm using a Iphone 6s purchased from Abu Dhabi, UAE. By the time when I have buyed the device i didn't have any clue about Face Time.

In golf country's this option is disabled by default.

The question is now how to enable it.

Currently I'm in Europe and i want to use Facetime. Other friends have it and works flawless. On my account I have registered a card issued by a European country. And still the app is not available.

I have tried to install it from Appstore and I've got a mention that some features are missing from this phone.

Camera and mics are working fine.

Why Apple not disable facetime only for UAE. Not for European Union.

I have tried a lot to activate it and I didn't work.

That iPhone won't have FaceTime anywhere outside the Middle East; ones with AB or AE just before the slash in their model numbers will only have it if enabled through the SIM card, which European cards won't do.
