The iPhone X is currently not available without a carrier (in the U.S.).

You should definitely buy any new iPhone in the country where you plan to use it. Apple typically cannot service an iPhone purchased in a different country. And if you purchase AppleCare for iPhone, it is only valid in the country where purchased. (The EU is considered one country for this discussion.)
