Icloud photos download destination folder- option to choose is missing

an installation of icloud on windows 7 - within icloud settings- for some reason, I am unable to choose for photos, the download folder or an upload folder. Once I click on "options" in the next dialog box, there is not a "Change" button as I would expect to see to the right of Download, Upload, or sharing, nor does the icloud app show the current path. it just isn't there.

I did a call to Apple support - the answer was to uninstall icloud, then re-install.

Problem is, it will take days to rebuild the library (I am doing this on another machine now)

This is also after an upgrade to the current version icloud 7.1

any suggestions to make the directory change reappear?
