The only way to unlock the iPad is to use the Apple ID and password that you used when you first setup the device. Creating a new Apple ID isn’t going to help.

did you ever get a proper answer? the one they gave you was totally useless .
That is a proper answer. In order to unlock the iPad, you need to use the Apple ID that was used to set it up. Resetting the Apple ID will do no good at all.
My iPad was charging while turned off. When I turned it on again the Activation Lock was on and though I reset my Apple ID I can't get through the system. I have changed my Apple ID and password but the iPad still doesn't work. Don't want to reset it
