I asked it to turn on bedroom lights 45 minutes after sunrise and it was at least an hour before it should have been. it was way too dark and not even close to sunrise. Is it somehow in California time? What gives?

Daylight savings is set right for my time zone. I think Hue might have just added an update to include location so even though the time is right, zone is right, Daylight savings is right - being that I'm way up north and the sun sets at 4:34 pm today and rises at 8:01 am, the time would be right, but the sun wasn't where Hue thought it was. I think it's OK now. I either have to use the location on Hue or set the times which I would have to change weekly.
What are the daylight savings time set to? If it doesn't have that, settings>general>reset>reset location and privacy
