location services are no longer working on my iPhone 7 after updating to 11.1.1

I have an iPhone 7 with iOS 11.1.1 (just updated today), and my GPS is no longer working. I have tried resetting location and privacy services, and I have verified that location services are enabled globally as well as on each application I use. Currently my iPhone is showing that I'm in the wrong state and GPS will not work unless I'm standing outside in open space. I have had an iPhone for years and I've always been able to use GPS inside my house with no issues.
