How do I transfer all the data from an iPod Touch to an iPhone?

I had an iPod 5th gen and it got smashed and I no longer have it but I do have a backup on icloud as well as on my computer. If I were to buy an iPhone 8 plus, could I transfer all the data including notes, photos, apps, etc. onto the iPhone, using that backup? I don't have my photos on icloud but I'm assuming it is in the computer backup. Is it possible to transfer all the data and if so, how?

When you set up that iPhone do it via the iTunes where you have that backup. Then as you set it up choose to ‘restore from backup’ and restore your phone with your Touch’s Backup
