Cannot SCP to/from Cisco device to MAC after 10.13.1 update, worked in 10.13.0, ssh to the correct user account still works

After High Sierra update, FTP was disabled.

Started using SCP to copy image files to Cisco devices:

copy scp://user:password@IPAddress/imagefilename bootflash:

After 10.13.1 update, this no longer works.

I can still ssh to the MAC and see the files for this user, so ssh still works.

Anyone else seen this behavior?

MacBook Pro (Retina, 15-inch, Late 2013), macOS High Sierra (10.13.1)
