Apple id error

When I closed an email account and changed the id on my apple account, I found that the old id persisted on the iCloud tab in settings of the iPad. The accounts appear to have merged in some ways (same Gb) but I cannot verify the old account and photos will not sync to iPad. How do I resolve this and unify the account? The Name/id tab will not open in the iCloud setting.
