No. What you can do is Recover media from an iPod into an iTunes library on a computer. Then if you have a subscription to iTunes Match you can add the media to your iCloud Music Library. You are strongly advised to keep at least one local copy of all of your files in addition to the iCloud copy, although I would recommend you keep a local backup as well.
