System preferences issue

Have Early 2009 iMac -- yes is only just working,

System preference pane Security & Privacy and User Groups not loading 😠

Apple store advised a way of getting around it Fn ???? to bypass the colour wheel and turn off file vault. Just can't remember what he said now I am home and 7 hours have gone past ! can anyone help ??
