photos of type .heic is not able to be browsed or uploaded through browsers, is there any development solution to be done from server side or may having REST service to upload the photo as .jpeg and not .heic directly without using online on installed converter?

its not suppose to go for a converter for the photo before the uploading , as this function is for public and cant force all users to go through the converter for this purpose , iam looking for a technique or may server side to convert it internally through java code to get the photo as .JEPG, .PNG or may .BMP for uploading function
