Touchbar's emoji does not exist outside Safari

I have an issue related to the emoji in touch bar, here's the use case

- Use whatsapp web in Safari, when my cursor focused on the chat windows, the emoji icon exist in the touch bar

- Use whatsapp web in non-safari browser, when my cursor focused on the chat windows, the emoji icon DOES NOT exist in the touch bar

i have enabled the "show keyboard and emoji viewers in menu bar" option in the system preferences

can anyone help me on this ?
