Why my payment method not work anymore?

Itried to buy something from appstore, but i didn’t know that my febit card is empty! When i tried few days later to update my payment method i get the message “payment method declined”! I talk to my issuing bank and they said they didn’t have any problems and to message apple to find out what the problem is! I’m waiting now for 2 days to get an answer! Can somebody tell me how to solve this?
