I can’t download apps

I have a new iphone and iCloud account and am trying to download the apps I use. It tells me to sign into my Apple ID then when I try says I have to review my account because it’s the first time using iTunes on my account I get through all the steps up to the payment method then I choose none to the paying option and fill in everything else, then when I click next I’m told I need to fill all the fields but I have! I keep trying but it keeps saying the same thing. I don’t know what to do. I have iOS 11.1.1
