safari pages on other devices

I recently made an incorrect change to Safari preferences.

Previously, when I selected View All Tabs, Cmd-Shift-\, I would see a grid with open tabs on top, and a list of open tabs on my iPhone 7+ & iPad Pro. Now, that list is gone. All my experiments have failed to re-establish that pref.

How do I get it back?
