Setting up family sharing

I am trying to set-up “family sharing” on my iPhone that is up-to-date and it is not working. I have a payment method entered (PayPal) and when I click “create a child’s account” it says to enter payment method under iTunes account, which is already done but won’t allow me to go any further. Trying to set up her iPad mini if that makes a difference. Installing latest iOS now to the iPad
