First, you have to have the hotspot function enabled on your carrier plan. It may require a carrier setting update to be effective.

Once it is, then simply toggle it on and the iPad mini should find it and connect once you enter the password.

If hotspot is missing then try next Settings>cellular>Cellular data options > Cellular data network > scroll down and find Personal Hotspot section and type " internet " to APN
then u will see that hotspot section will be opened in settings then turn on it and enjoy 😉
