Can't Change/Remove Keychain Local Items Password

Prior to and after upgrading to High Sierra, I have been experiencing a frustrating Keychain issue. Some time ago, I set a password on the Local Items keychain. Now, I am constantly prompted for this password. I am not able to change it or preferably remove it in the Keychain utility (It's grayed out when I Control-Click on Local Items). If Local Items is locked, unlocking it is also grayed out. How can I reset/remove the Local Items Keychain password?
