Question: Can't Change/Remove Keychain Local Items Password

Prior to and after upgrading to High Sierra, I have been experiencing a frustrating Keychain issue. Some time ago, I set a password on the Local Items keychain. Now, I am constantly prompted for this password. I am not able to change it or preferably remove it in the Keychain utility (It's grayed out when I Control-Click on Local Items). If Local Items is locked, unlocking it is also grayed out. How can I reset/remove the Local Items Keychain password?

I will answer my own question. I subsequently found this post that provides an answer that worked for me. Wish that Apple would build the fix into the Keychain utility rather than it being necessary to run commands from Terminal:
