Why can’t I download apps?

Every time I try to download an app, my iPhone 7 asks for my password and fingerprint, shows the spinning wheel for a few minutes and then times out. This process repeats ad nauseas until it eventually decides to download. My internet and data connections are fine. What is the problem and how do I fix it? I just got this phone and am hoping I won’t have to return it and switch back to an Android.
