Have you downloaded El Capitan before using your Apple ID? If you can't access the OS, Do you have a backup you can restore from? Try booting into Internet Recovery (command - option/alt - R on a restart). It is a slow process. This will install the OS that the computer shipped with. You can then try to upgrade from there.
Ive started the process of restoring my mac, when I go to reinstall OSX it says its unavaible at this time

Are you installing via recovery disk - command+R - or internet recovery - command+option+r?
