photos for mac updating one item???

For the past several days the Photos app on my iMac (running most current version of Photos and High Sierra) has had a message at the bottom “Updating One Item”.

I have done several resets of the iMac. Two repairs - including one after talking to an Apple senior supervisor who had me reset and repair permissions first. Regardless of what is tried I can’t get Photos past this “update”. I have also made Smart Albums to search for either Photos that can’t be uploaded or are referenced and they both showed nothing.

Any suggestions? The Apple guy said to try turning off iCloud Photo Library and back on, which I have not tried yet BUT after the last repair (after resetting and repairing permissions) Photos seemed to be attempting to upload everything in its own.
