Strange noises from iPhone

My iPhone has started to make random noises, some of which are beeping noises or a lady speaking about winning an prize. I swiped up and looked at where music usually comes on in control center and it shows that a website is playing the sounds even though I don't have safari up. The sounds bypass my volume and mute settings and I don't know what to do. I've looked around and people who have had similar issues say it's because they jailbreak their phone but I haven't done any of those modifications.

You've apparently installed something that's doing this... Force the phone into recovery mode and restore iOS using iTunes from your computer. Then set it up as a new device and manually re-install your apps and sync your media to the phone.
