iPhone won't work in moving car.

I was driving and my passenger tried to use my phone to check directions. She received a message that my phone won't work in a moving car. My phone was updated recently. It is connected to my car by bluetooth. Is this an Apple thing or a Toyota thing?

Turn off Do Not Disturb while Driving... That feature is new to iOS 11.
