MacOS Finder: Date Modified vs Date Last Opened

Why does the Finder show that a folder has been "modified" when a file inside the folder is opened then closed without making any modifications?


This has confounded me for years on many devices running many OS versions. I could understand the change of state if I was asking Finder to sort by Date Last Opened, but I'm not. I simply want to keep my latest MODIFIED folders at the top.
