iPhone SE & iLife Apps

My wife and I have each upgraded to a new iPhone SE on the same day from the same shop, yet on setting up the phones one seems to have all the iLife apps eg. Pages, Numbers, iMovie etc... the other doesn’t - why would that be the case?
