Help! Exclamation point on photos?

Ok so all my photos and videos have an exclamation point on them, when I click on them the photo is blurry. I also can’t send or edit the photo. It’s been a month of this I can see my photos fine on my iCloud on a pc it’s just on my device I have an issue. Help!
